The federal government keeps increasing the number of immigrants that Canada will accept for each of the next three years, and by 2022 a little over a million new arrivals are expected.
Federal Immigration Minister Marco Mendicino unveiled planned immigration levels saying that Canada will accept 341,000 permanent residents in 2020, 351,000 next year and 361,000 in 2022.
According to Mendicino, by 2022, the new permanent residents of the year in Canada will make up one percent of the population.
“Our plan will benefit to all Canadians because immigration drives economic growth, contributes to our diversity, spurs innovation and helps employers across the country access the talent they need to succeed and thrive,” Mendicino said.
The Liberals, and the Conservatives before them, sought to increase the number of permanent residents for many years. In 2018, for the first time since 1913, more than 300,000 people were accepted into the country, and the number of permanent residents was 318,000. Last year, that number rose again to just over 341,000, exceeding the government target.
The Liberals’ latest immigration plan also includes commitments to fulfill the commitments they made during the fall election campaign.
This includes the creation of a permanent pilot project that allowed Atlantic Canada to select its permanent residents, and the creation of a new program to relocate human rights defenders, journalists, and relief workers abroad. During the election campaign, the Liberals promised to host up to 250 people on this program, but Mendicino was unable to provide more information about how it would work.

States can pay benefits when:
- An employer temporarily closes due to COVID-19 and employees can’t work.
- An employee is quarantined but expects to work when the quarantine is over.
- An employee leaves his or her job due to a risk of exposure or infection or to care for a family member.
Federal law does not require employees to quit their jobs to receive unemployment benefits related to COVID-19. Although, as noted in the department, workers who receive paid sick leave or paid leave for family reasons are usually not considered unemployed, as they still receive wages. Thus, they are most likely not eligible for unemployment benefits upon receipt of such payment.
Employers and workers should check the relevant state government website to see if state unemployment insurance guidelines are available.
